If the Standard Bidding Documents issued PPRA was used for not being registered by CRB for local contractors, this will amount to be a major deviation but i am worried on " invalid receipt voucher of payment of CRB membership fee,means receipt voucher submitted is not based on current year". Was this requirement stipulated in the bidding documents and if, yes, what was the intention? For me, this falls squarely under CRB 's mandate and not procuring entity.

Greetings
My concern is to know about minor and major in case of justifying if bidder is properly registered by CRB. I found procuring entity B disqualified bidder X because of submission of so called invalid receipt voucher of payment of CRB membership fee,means receipt voucher submitted is not based on current year.
According to eyes of our legislations,is this a major deviation?
