Members!

I came across a discussion to wether PPRA procedures are convinient to leaders of procuring entities like District executive officers?? Is it considered as a tool to control fraud or it is just something that they need to comply because it is accepted from top level to be used?? Im worried that it is just used to make them free from audit and not as an important tool to control fraud.
If we think it is used just to comply with regulation, what should be done to make it used as a tool to control fraud and not otherwise?? I hope that will add value.
