• Review of quarterly procurement report submitted by AOs;
• Overseeing contract implementation through inspection of project works and goods received;
• Instructing the AO to carry out procurement or value for audits where not satisfied with explanations received; and
• Approve names of members of Council Tender Board.
Most of the Councilors have not been exposed to Public Procurement Act (PPA 2004) and its attendant Regulations. They are also flag bearers in overseeing implementation of PPA 2004 are done in their councils. However, most of them are not conversant to procurement law and have only one good song “cumbersome procedures laid down by PPRA” in procurement. Could PPRA intervene in this!!
