WHY PROCUREMENT LEGISLATION SHOULD BE CONCERNED WHIT SMEs

In additional to RSM comment The Public Procurement Act No 21 of 2004 and its Regulations of Tanzania its applied to all procurement and Disposal by Tender undertaken by a procuring entity Except where it is provided otherwise in the act. Further more the act gives/interprated What is PE,Public Finances also through various legislation the Government directs how to use the government Funds in This case there are no way out Procuring Legislations can wave SMEs.
To my observation still there is Challenges on what financially Capacity (Capital) should be regarded as either this Enterprises is small, Medium or Big. Since other companies/enterprises they participate well in procuremet regardless of small capital.
