The aim of conducting Pre-Qualification and Post-Qualification are clear Stated in Public Procurement Act no 21 of 2004 and its Regulations. Please go through on that, from the Interpretation then Section 47 & 48,Reg 15,64,94 of GN 97 Reg 51 of GN 98.

There some Non Procurement Specialist do comfuse what is the aim of conducting Pre-Qualification and Post-Qualification. I beg you to share some Ideas on this topic so that these layman should be Educated because they are trying to suppress other's Profession.
More over when it comes to the point of conducting auditing they do confuse as to why sometimes Procurement Methods do vary from one contract to another. (i.e Restricted Tendering and Competitive tendering where pre-qualification is to be done)
