I quote Gaitan
To me I think to the contrary - in a situation where you have cheating in procurement, where 10% is the order of the day- you need to have such a law. It may have its few flaws that need to be fixed, but without it more and more tax payers money will end up in the hands of few individuals.
The increase in procurement costs is, in most cases, less than the cost of bad procurement which would be the case if there was no law.
I quote Gaitan
The MP further said the Act was a monster that wa not only decelarating the country's development but also increasing procurement costs. " The Public Procurement might be good but it is not appropriate in our environment. we have to review it".

Re: PROCUREMENT ACT CAUSES REVENUE LOSSES
I haven’t read the new act draft but I wish the procurement time processes to be reduced and the of Common Used Items and Services System is on increase, this will reduce the costs incurred in tender processes

The PPA, 2004 is actually about to be repealed. It would be more beneficial if you could point out the areas that you consider to be the fertile ground for revenue loss then we could attempt to establish if at all the upcoming Act is anything better.

PROCUREMENT ACT CAUSES REVENUE LOSSES
One of the Newspaper today come with the heading "Procurement Act causes revenue losses, says Simbachamwene". In his arguement the Member of Parliament called for a review of the public procurement act, saying the legislation was counter-productive.
The MP further said the Act was a monster that wa not only decelarating the country's development but also increasing procurement costs. " The Public Procurement might be good but it is not appropriate in our environment. we have to review it".
Dear forum members I decided to put this in the forum so that we can share our views on the issue of reviewing the PPA basing on the fact that is it true that the act: slow down development; it increase procurement costs; and not appropriate to our environment?
