I think you miss a point in submission. In my submission I confined myself in Government Notice No. 98 [Selection and Employment of Consultant]. Please revisit the two regulations I have cited and come up with practical cases when to apply "prequalification or expression of interest".

PREPARATION OF SHORT LIST
Dear RJM,
Don’t get mixed! Expression of Interest is one of stages in recruitment of consultants whereby consultants are invited to submit their qualifications with objective of being selected to carry out consultancy service. Whereas Pre-qualification is process of assessment made by the procuring entity of appropriate level of experience and capacity of firms expressing interest in undertaking a particular contract before inviting them to bid. Unlike in procurement of goods where participation is open to all bidders, consultancy services due to workload involved, selection is based on obtaining proposal from short listed consultants. To attract the attention of many suppliers/contractors/consultant EoI and Prequalification need to be advertised in newspapers wide wider circulation.
Coming back to your question Expression of Interest or Pre- qualification is not confined to Architectural competition only. It is appropriate when you want to draw the attention of contractors, suppliers or consultants on any procurement opportunities for goods, works and consulting services. The end result of this process is short list of qualified suppliers/contractors/ consultants. Whether to go public or not it depends on nature of requirement, value and time available. For small assignment consultants may be developed through PE’s experience in accordance with R50 (6)/98/2005 likewise, suppliers and contractors for small contracts are drawn through experience.

Preparation of Shortlist
Can someone light the sheds when is appreciate to use Expression of Interest [in most cases used by PEs as default routine when selecting consultants] or Pre-qualification in R51/98/2005? OR pre-qualification under R51/98/2005 is only for Restricted Architectural competition? I real get mixed up.
