the procuring entity can put a note on the advertisement like 'jiont venture is encouraged' but you can not request a group of tenders to jion as there will not be a parity (fairness) of tender. if you request you have to do that to all tenders not a certain group.

Basin on joint venture`s meaning as provided by Akida, it means that a tender may be submitted by a group of tenderers. therefore, my question is wether a procuring entity may request a group of tenderers to associate themselves into a legal entity so that they may submit a joint tender?
anyone can enlight me.

SUBCONTRACTING VS JOINT VENTURE
What is the fundamental difference between Subcontracting [Subcontractor] and Joint Venture as far as procurement proceedings is concern particularly in bids/proposals evaluation.
