Rating suppliers in e-purchasing/auction system is very common, such that before buying anything online, one has has the option to read reviews/experiences posted by other persons on the supplier before committing to buy the items. This force Suppliers to enhance their delivery lest they receive poor rating that may endanger their future business. It is high time public procurement adopted/enforced a system similar to this and rating results be made public. Then Providers with poor rating (say 0-2 of 5) be barred from doing business with the Government. IMHO, this will be very effective ....
