freddy.mbeyela,

You have represented the public cry during re-construction/rehabilitation of roads. It is true that during such periods, there are prolonged traffic queues, time loosing, dust, emissions etc.

Provision of section 81 and schedule 3 of the Environmental Management Act of 2004 (EMA 2004) requires that big project like that which you have mentioned MUST undergo Environmental and Social Impact Analysis ESIA. This is the study done by environment and Social expert to identify negative impact of the project and recommend mitigation measures to be implemented. The measures are divided into 4 categories; (1) Before commencement of the project (2) During project implementation (3) During operation of the asset (4) Decommissioning.

Implementation of the mitigation measures is done by different stakeholders as may be recommended in the ESIA report. Example the risky of high speeds during operation of the asset can be directed to Police for law enforcement. However the mitigation direct linked to road works are included into design and hence in the tender document and finally executed during contract execution. This may include preparation and maintenance of diversions, road signs, watering to reduce dusts, reallocation of drainage structures etc. But again this means additional money therefore trade-off activity.

In light of above explanations, the costs for lost hours, noise etc are accounted in the ESIA and those mitigation proposed to be included in the bid document definitely forms part to be used in determining the lowest evaluated bidder.

The experience on the ongoing construction of Morogoro Road- BRT has prompted to open discussion on this topic.  I am not expert in construction but, the forum is endowed with multi skill professionals hopefully, will assist me and others.  My question is how cost not directly related to construction such lost hours in queues, demolition of structures along the road; diversions, noise etc are accounted for?   Such costs are they considered in determining lowest evaluated bidder?
