Ruitaihwa, in all cases the determination of either major or minor deviations should have a basis from Regulation 202 (4) read together with Rg 204 (2)/PPR 2013. I doubt and not agree by virtue of these clauses if evaluators can have different ways to defend their decisions towards whether it is major or minor without referring to principle legislation. So mistakenly on the quotation just to differ on Tender number does not warrant the conditional for such quotation limit such quotation to be responsibly accepted it (Rg 204/g). That is to say in my interpretation of the whole clauses such thing is anomaly which can be corrected and it is minor deviation in accordance to Rg 207(2)(b)(c)/PPR 2013.

DEFERENCE IN TENDER SUBMISSION NUMBER
Dear Forum Members
May I know how to determine minor deviations in tender evaluation.
Since it can deffer from different team of evaluators.
To take the submitted bid or quotation as responsive will be determine as how you defend your decisions in regarding the issue provided that you mentioned it clearly in your evaluation report. i.e seek clarification from the bidder

Mr Y was a member of evaluation committee and as a team they have noted one of the bidder in his schedule of requirement and prices and quotation submission form has quoted a wrong tender reference number but in all other forms he quoted the correct tender reference number.
may please advise Mr Y and his co-members on how to proceeds with their evalauation
