Freddy, I think this is one of those situations where the PEs are trying to be more transparent without considering the costs involving in the entire procurement cycle of a particular procurement. R68/2005 provides circumstances to use for both International and National Shopping and procedures to be followed. I think the main problem is the PEs failure to distinguish between Open Competitive Tendering and Competitive Tendering.

It is not proper to advertise quotations because the application for competitive quotations is up to 80 mil for Goods, 100 mil for Works and 50 mil for non consultancy services in the line of Rg 68/GN 97.
In short peruse thorough the RG 65 AND 66/GN 97 and the Second Schedule of Rg of GN 97/2005 of PPA 2004 for methods of selection and limit of application. I agree that PE's they do the same thing you said in your submission but its not proper.

I have seen a number of from public institutions advertising in Newspapers inviting suppliers/contractors to submit quotations. Is this proper?
