HANDLING OF LATE BIDS/PROPOSALS DURING BIDS/PROPOSALS OPENING CEREMONY
Dear in the forum,
In the event submitted by RJM, the late bids can be handled as follows;-
Basing from this provision of regulation, the tender opening commitee and other participants, is unlogically to reject the late bid came during the opening process in consideration that the regulation already stipulated the circumstances and outcome of the late bids. But the record of late bid is important and benefit for the bider to be aware and justification that his/her bid delivered but it was late.
I submit,
In the event submitted by RJM, the late bids can be handled as follows;-
- the tender opening commitee Rg89(14)(normally PMU staffs) receives the late bid by registering the name of the representative of the bidder, firms' name,all details concern with the bids, time received obviously) is out of the deadline, and date
- the H/PMU informs other participants during bid opening about the late bid received and recorded in the minutes and the bid will not be considered at any further evaluation process and will be returned unopene, Rg 89(11)'' tenders received after the time stipulated, as well as those not opened and not read out at the tender opening, shall not be considered, and they shall be returned unopened''.

Who says opening of bids/proposals ceremony is the easy task? It could easy task if everything goes smooth. Consider the scenario that you are in the process of bids/proposals opening exercise one bidder arrived late and present his bid/proposal to the opening committee in the presence of other bidders' representatives. As bids/proposals opening committee, what is best line of action without damaging the process and at the same time you complying with the legislations?
Trust me, this has been source of complaints!
