I would like to share with you about the effectiveness of the Contract. I always has a doubt about the time of the effectiveness of the contract. As according to the law of contract of sale, the contract of sale is becoming effective when the buyer accept the buyer's offer. I don't know in procurement and especially Public Procurement, is it the same as in the law of contract of sales? Before, I thought that the procurement contract become effective when the supplier or buyer or service provider or contractor and client/Employer sign the contract. But the issue seems to be different. Some people say that it become effective when the Client/Employer issue a letter of acceptance or notification of award, others thought the same as I thought and others said is when the execution of the contract start. I don't know which is which? So please assist me to clear this doubt.
