Certification of legal documents

Was the certification of the legal documents a requirement in your RFP? If 'yes' what was it?

Hello my fellow procurement practitioners,
We have invite the consultants to submit their technical and financial proposals for consultancy services for review the existing public procurement guidelines. In our RFP, we have tell the key staffs to be located i.e team leader,financial specialist,procuement specialist and lawyer . 5, one (Associated) firm submit their technical proposal and we we hve found that " POWER OF ARTONEY, MEMORANDUM OF UNDERSTANDING have and other legal documents have been certified by the same lawyer i.e who have proposed to be a legal officer for the assignment with his official seal,and some CV have been signeg by that legal officer while (ADB) format require the proposed staffs to fill their informations. I need your help how can I evaluate and select the qualified consultant,their proposal is good but I have seen the mentioned issues inside,pls coment in a waya that you can help me to select the best one using QCBS as invited befor
