Act is law which guide procurement proceeding while Regulation is guide or words which translate or show how an act to be implemented accordingly to what the law states

Act is the principal legislation passed by the Parliament while Regulations are subsidiary legislation made by the Ministry of Finance in the case of Tanzania. In other words, Regulations are made under the Act and in case of any contradiction between the two, Act takes precedence.
