THRESHOLDS: Tshs against the Us dollars

Hey Forum!
There has been a discussion about the essence of using our local currency (Tshs) in the thresholds instead of Us dollars. Basically, practitioners have different views about the topic. The one side argues that in order to cope with inevitable inflation of our local currency and preserve the value of the figures as stipulated in the Act when the Tshs devalues, it is appropriate for the threshold to be put in form of Us dollars instead of Tshs. While the other side believes that there is no need to use Us dollar in the thresholds instead the PPRA should review the value of the figures annually with due respect to economic changes.
As potential procurement practitioners, What is your view?
