Is there any conflict of interest shown in our current legislation apart from those of WB guideline from the point of my submission?, This is because, you have engaged the Consultant for only for feasibility study that is contract ended there. Then the Second stage is for detailed design, that is another different contract, could we say there is conflict of interest, and that to say could we say in specific notice that the one involved in the feasibility study should not apply?,
if not, suppose the one who carried out feasibility study apply in the second stage for detailed design, which provision of law will be guided by the Procuring entity to disqualify because of conflict of interest?.

This is what World Bank Guidelines say
Unfair Competitive Advantage
1.10 Fairness and transparency in the selection process require that consultants or their affiliates competing for a specific assignment do not derive a competitive advantage from having provided consulting services related to the assignment in question. To that end, the Borrower shall make available to all the short-listed consultants, together with the request for proposals, all information that would in that respect give a consultant a competitive advantage..

This is a provoking discussion that you are initiating. I remember that Procurement Regulations prohibit inviting the consultant who has carried out feasibility study to be carry out subsquent stages of the project because of perceived conflict of interest.
I tend to agree with this provision, because a consultant who prepared the feasibility study which is used to implement the project will have an advantage over other consultants who are participating.
To overcome this, the Procurement Regulations allows that when inviting tenders for the feasibility study to make it categorically known to all participating consultants that the winning bid can be awarded downstream assignments.
Later on I will consult the Regulations to give you the exact Regulations which prohibits and allows what I have judt discussed above.

Feasibility study and detailed design
The PE floated tender to engage Consultant for detailed feasibility study to see whether the project is economic viable and profitable.
the selection process have been completed and the consultant is on site. I want to know from the point of procurement legislations is the Consultant engaged for this stage will also participate during detailed design?, take into account that the design ans supervision of the project will involve and use the information from the feasilibility study because the current exercise involve also with provision of concept design of the project sought.
