RSM you didnt answered by basic question of RMD.the RMD put in question is about the value for money through that system. and surely we know that value for money can not measured by looking the tender board allowances and evaluation team allowances incured since the PPA and its regulations provide the options of doing the approval, one is through circular resolutions, and it is not neccessary for every procurement to form and evaluation team.
Yet, VFM talk about the total cost life of the product since we consider the Price, Quality/performance and delivery period, thats all about fvm. So RMD asked, about the geographical position of PE's, are we sure that the CUIS through GPSA will be economy, for efficiency for all 364 PE's to get the right time goods/requirements from only two suppliers awarded by GPSA in call-off order contract?
-Who will be responsible for contract management in terms of performance of the supplier as it in Rg 121/GN 97 AND THAT OF RG 122/GN97

I think the issue of VfM should not be looked only in the context of the prices of the item. It should take into considertaion of the cost incured by the PE in the following: Tender Advertisement costs; Allowances for the evaluation committees; and Allowances to Tender Board Members etc.
A small exercise which was done by PPRA of collecting information on tender adevertisement costs, for example revealed the following:
Between October 2008 to 30th August 2009, there were a total of 1696 adverts in sampled seven papers- Guardian, Daily News, Mwananchi, Mtanzania, The Express, This day and Business times- for which PEs paid a total of Tshs. 1,516,333,630.
It would be interesting to know how much cost is paid to evaluation committees, and Tender Board meetings.

Its very unlikely TO ACHIEVE VFM !!! by taking the geographyical locations of PES, the newlly introduced system by GPSA/PPRA won't achieve the really inteded purpose of achieving VFM, it will end up adding cost to tax payers and PES, AND THE PROCUREMENT SPECIALISTS IN THE PROCUREMENT ENTITIES BEING MERE CLERKS OF WRITTING LPO !
2. It's once again amazing to note that the advertised tenders doesn't have SPECIFICATIONS !! how do you expect the PES to buy actual and intended items !! - lets me take one example in the current advertised tenders of a "chair" without full specifications and dimensions .? and the actual usage ie Executive /Secretarial,leather or..... and the like proper spec- let GPSA /PPRA a who prepared and advertised r the tenders tell us how the evaluations will be done without to basic standards in the BID DOCUMENTS by including the proper and detailed specs.
3.This move seems to go contrary to the Procurement Act,2004 and Regulations,2005 stipulating clearlly the purchases from government stores and limits of purchases by PES ! And re - introducing centralizations of purchases which the former GOVERNMENT STORES FAILED TOTALLY to satisfy the needs of PES.

Up to this moment I didnt and am not getting and yet I will not get the total concept of having the centralised tendering system for so called common used items, since we experienced the ineffiency of the previous Central Tender Board, AND OF COURSE that's why we establised the ministirial, parastataland Local Government Tender board due to PPA 2001 ultmately 2004.
I will be in the the line of accepting this concept if I will be assured with following fulfillment of GPSA in all the procurement system they will do;
1. How had them prepared to be effeciency in terms of availability and reliability of placed orders for their capacity in terms of resources to serve all PE's in Tanzania using the national procurement llaw
2. what about the assurance of floated bidders and come to be under frame work contract, let say for stationeries, are they going to serve and manage the concentrated orders from every corner of our country?, who will be responsible for managing the contract though it is ''call off order'' as in Rg 121 and 122/GN 97 of the PPA 2004. I ask this simply because if GPSA will float the tenders under framework contract for stationery, and come to have 5 bidders for supplying such items, that means they suppose to have a contract so that the bidder will ensure their reliability and capability to serve the PE's order, so who will be responsible for that?, and what if the trial system will fail due to contract management negligence?, dont we see that the objective of public procurement for all PE's getting their requirements from GPSA will be affected at the same time?,
2.What will be the essence of PE's tender board and their procurement professionals, take example other PE's their huge procurement volume they under common used items, Don't we think that, we are going to make other PE's procurement professional as clerks just preparing LPO's ready for submission to floated bidders by GPSA?.
BY these comments, may I get the clarity how this system is going to achieve the Economy, Efficiency, Transparent and Value for Money rather than what every PE's tender boards they are doing for their own process?

We recentlly have the former Government Stores now (GPSA )- Government Procurement Services Agency, vested to the advertising tenders,and signing on behalf of all PES, and its then the duty of the PE S TO PREPARE LPOS FOR those common used items;
1.Bearing in mind the geographical locations of PES How is this arrangements gona work taking into considerations VALUE FOR MONEY,TIME,PRICE ETC
Lets brain storm taking into considerations KARAGWE - TUNDUMA - NKASI- KIBONDO AS PROCURENIG ENTITIES SUPPOSED TO USE THIS ARRANGEMENT.
