Tender Board
Since it is the requirement of the PPA 2011, sect31(1) the PE's to establish TB, then there is no option for that.
Also, one the assignment of the tender board is to ensure the best practices with regards to procurement. Therefore TB has to be there but with few meetings

My take is YES, they have to convene meetings at least one per month. They may convene more than one depending on requirement/agenda. TB has been vested with vast decision making of which if not well coordinated PE may end up in big loses regarding procurement. The tender board should make approvals in many areas like ‘Rejection PPRA 16(1), 120 (2); procurement methods, documents, alterations/amendment PPRA 55, 57, 61, 185, 110(3 – 5); Mini competition among the suppliers or service providers awarded frame work agreements PPRA 131(5), 142(2) and so forth.

TENDER BOARD MEETINGS
According to the Second Schedule of PPA 2011; tender board is required to meet not less than once in a month as chairman may determine. What is the interpretation of this? Where most of requirements are procured through FWC under GPSA are Board meetings required?
