I think the situation you are referring to is covered under provisions relating to Contracting Out of the procurement activities to another procuring entity.

Is this allowed by Public Procurement Regulations?

One Procuring entity say a ministry, become responsible for procurement processes such as tendering procedures and communicating award decisions, another procuring entity, say Regional secretariat, become responsible in implementation of awarded contract. What a Public Procurement Regulations provide in this circumstance?
