Framework Contract
The matter of common use items by the Government Procurement Services agency is calling me back to the era of Central Tender Board. Establishment of PPRA aimed at decentralizing procurement activities to respective PEs for encouraging efficiency and economy through proper execution and management of procurement sprocesses, procedures and contract management.
We need also to call back why did GPSA by then Goverment Stores fail on its responsibilities and how will they now succeed with the framework contract for the common use items. This need to be responded and clarified by the Agency first before sticking on this issue.
Thirdly PEs have staffs for executing procurement activities, what should they now do if the matter of common use items is done by GPSA? Another member raise concern on geographical location of the PEs and who will manage contracts? or every PE should send its procurement representative at GPSA?
I think one thing that led to this situation is provision of the act Section 51 of PPA and Regulation 57 which together stipulate on GPSA and common use items,which were required to be ammended during the ammendment of PPA 2001. Hence with regard to this matter it is now a time for ammendment of the act for all matters that brough ineffectiveness of PPA and its related Regulations.
