The Public Procurement Regulatory Authority (PPRA) is mandated under the Public Procurement Act, 2004 (PPA) to monitor compliance by the Procuring Entities (PEs) to the PPA and its Regulations; to assess the procurement system in the country and advise on the improvement measures to be taken; and to organize and maintain a system for the publication of data on public procurement opportunities, awards and any other information of public interest. The aim is to have an effective and efficient procurement system in the country.

For effective and efficient implementation of the above functions, PPRA has developed a system for checking and monitoring procurement activities in the procuring entities. The system provides also tools to enable Internal Auditors within the PEs to monitor compliance to the PPA and its Regulations.

Under this system:-

i) Every PE is required to prepare a procurement plan by using PPRA’s templates. The procurement plan will guide the PE in the procurement undertakings during the financial year. Some of the information in the procurement plan are submitted to PPRA for monitoring purposes.

ii) PEs are required to submit monthly and quarterly procurement reports for all procurements by using reporting forms provided under the system. The monthly reports show tenders in process, those which have been awarded and progress on contracts implementation. The quarterly reports provide comprehensive data showing clearly the whole process from advertisement, award and contract implementation stages.

iii) PEs are then visited to verify the submitted information and to provide guidance on the application of the PPA and its Regulations.

So far the system has been disseminated to 257 PEs and implementation has started.
