Weakness of PPA 2004

I concur with RJM for his reply to you. I think for us as the procurement professional we dont deal with hear say, and politicians arguments until those arguments, critics and weakness can be highlited in front of us to be discussed.
The most arguments is tendering takes long time to get what required and yet tendering add cost for an item/services rather than having direct purchase, spot purchase.
We as procurement professional we have to consider the aspect of Supply Chain Management in which in every purchase we consider through procurement planning that the goods/services to be Routine, Leverage, Bottleneck or Critical Items?. Here is where you can found the intergration of the PPA 2004 WITH THE PROCUREMENT METHODS.
Consider that, you want to purchase the heavy equipment X worth of 150mil, and then you use direct purchase. In this purchase, you think about the risks( warranty, insurance, sale after services), impact ( performance of equipment) to your organization and expenditure associated to that procurement ot that heavy equipment in ultmate to achieve value for money. And is where you would select the procurement method. All critical items/services need some partnership relationship with your supplier through contract you entered rather than having direct purchase/shopping ending with nothing you have agreed.
What can I say, good planning and implementation can result the good governance in procurement.
May be, let us get the front issues from the Public Procuremnt Act to be discussed.

Weaknesses of the Public Procurement Act of 2004
Currently there has been debates, arguments and comments from various stake holders including Politicians especially Members of Parliament, Activists and Professionals that the PPA 2004 has loopholes i.e weaknesses that need to be addressed for it to become more effective and if possible to be amended. As Professionals let us share our constructive ideas toward the topic at hand
