what will be the possible implications to buyer if there which stat could be the implementation over the article 35 of the protocal on the established East Africa Community common market, which sstressed upon .....''non discrimination against suppliers, products or services.....and bears in mind that there are arleady undertaken steps towards harmonising the public procurment act of the member countries?
