Rutaihwa, your observation is quite right. It seems the arrangement of procurement of common use items under the GPSA is not clear or PEs prefers the traditional procedures. The definition of common use items in accordance with PPA 2004 is straight forward. It refers to items and services that are required continuously or repeatedly over a set period of time and are common to more than one procuring entities (PE) which may be subjected to common procurement as stipulated in [sect. 45( c ) of PPA, 2004]. In my view what is missing is awareness and enforcement by respective Authorities.

I Find some difficulties to determine what items are Common Use. Since there are Items in Framework contracts managed by GPSA which are still advertised by Procuring Entities, a good Example is Tender No AE/018/2011-12/HQ/G/16 FOR Supply Of Furniture for National Audit Office (NAO). Items being Office Chairs,Tables,File Cabinet,Book Shelves,Conference Tables Etc, Advertised by PPRA in Daily News of 20/03/2012
Its my view the item in that Advertisement are Common use item fall under framework of GPSA
