Dear;
It not of what is best, however, in my part i think PPA 2011 has more benefits than PPA 2004, despite of what we call challenges facing in its implementation. for my experience PPA 2011 has provided wider areas for procurement practitioners to ensuring effective use of public money.
The problem we face in most African countries is "we want changes but we don't want change to start with us or to change our-self"
Lets change our-self and we can change any think we want"

Your very right Thanksme and it is not true Uwezo for your submission. Anything new tend to get challenges in its implementation as a new product to the market if become introduced to customers. It needs more sensitization to the implementers to reduce some of resistance to change.
To me PPA 2011 is better than PPA 2004 if you real read, understand and practice. Some weaknesses are there but it should be identified by us during our implementation and inform the Authority in order to be rectified. Also the Authority should take some time (more time) to disseminate the contents and educate the public about this ACT and its Regulations because even its format designed and printed is different from the previous ACT. Due to this, some of practitioners can not go thoroughly and understand of which they think the 2011 ACT have more weaknesses and not better than PPA 2004.

I don't think that the PPA 2004 is the best than PPA 2011, though there is a slightly confusion in the implementation of the act.
My take is that, The new act PPA2011 was prepared to correct the weaknesses and loop holes of the PPA2004, many provisions have been added to safeguard the interest of the public, As usual the new act impose difficult to the procurement officials and reduces the chance of mal-procurement.
We as procurement officials we should try to identifies the challenges of the new act and address those to the AUTHORIty for rectification of the same(if possible)

These include Vetting of contract, Approving APP by budget approving authority, Emergency procurement approval by GPSA. Other issues are Temesa to act in both capacity as a service provider and inspector of Government owned plants, vehicles and other property of similar nature.
