You seem to be a closer follower of procurement matters both through TPJ Supplements and the Forum. Tanzania needs only 50 people of your kind to revolutionalisze public procurement- People who are keen in reading and offering, comments, suggestions, critisms etc.

Procurement Supplement on Daily News-Comment!
To whom it may Concern!
I am refering to the Supplement No. 23 on December 8th, 2009, procurement supplement in Daily Newspaper Volume II-No. 12. For benefit of other readers, there is wrong citation made for limits of value applied when you want to select procurement method using the Second Schedule of G.N 97 OF PPA 2004. Before my comment, read the following part of that paragraph on the issue of '' Emergence Procurement needs informed decisions by Procuring Entity''.
The paragraph says-[i]''In its current form part of the Regulation 42 reads as follows:-
The correct interpretation here is that the Head of PE is given full mandate to proceed with emergency procurement if he/she can justify that it is a real emergency and in the public interest. The limits of authority are those in the First and Second Schedules to the Regulations. The First Schedule limits his/her authority with regard to value of a single contract and the total value of all contracts so procured per annum. The Second Schedule sets a limit to the value of contract procured through a particular method, for example, Tshs 800 million if goods are procured using a single source method.[/i].
The correct comment here for the last sentence should be that '' The Second Schedule sets a limit to the value of contract procured through a particular method, for example Tshs 800 million if WORKS ARE PROCURED USING SINGLE SOURCE METHOD. This is the correct intrepretation from the said schedule. And if the Author intended to use procurement of GOODS, he/she should say Tshs 500 million if GOODS are procured using single source method. Please observe that for benefit of other readers.
