Dear Mohamed,
If you follow PPRA's information tools namely website, weekly Journal and other forum, you note that steps towards implementation of full e-procurement system in Tanzania has started. PMIS, a closed system for public bodies only, is one of the initial efforts by PPRA to get ICT to facilitate e-procurement processes and regulations. For your information, PPRA carried out a feasibility study on implementation of e-procurement in Tanzania in 2010 and identified issues that need to be addressed first. As you pointed out, an appropriate legal framework is one of the issue and efforts are underway to have the public procurement act accommodate e-procurement. You may wish to follow the lined up amendment to the act, whose tabling in April 2011 Parliament were postponed, where you will note the proposed provisions for e-procurement. Perhaps, PPRA could have put more information on the subject on their website for stakeholders to understand what is in the pipeline.

E - Procurement
Hello members and public in general,
Let me start my contribution with the following statement;
To curb the increasing public funds embezzlements, grand corruption, lack of accountability and transparency we need a procurement system that will foster clean procurement system with efficiency and value for money that is, we need e-procurement in practice starting now.
What is e-procurement?
Meaning the same, different literatures different places defined e-procurement in a context that suit the stage they are as far as public procurement and disposal of public asset is concerned. Generally, e-procurement refers to the automation of any part of the procurement to payment process with electronic tools.
Tanzania in particular, Public Procurement Regulatory Authority described E-procurement as a procurement system that utilizes the possibilities created by modern information and communication technologies. The main advantage is easy and cost effective access to information. There different types of e-procurement systems, each with increasing level of sophistication and requirements are follows:
Electronic Information Systems – have low minimal technical requirements.
Electronic Purchasing Systems – have medium technical, legal and organizational requirements.
Electronic Tendering Systems – have quite high requirements; require mature markets and complex legal and organizational reforms that cannot be easily met outside the context of a larger e-government reform.
It is quite necessary that PPRA adopts a gradual approach to e-procurement starting with the electronic information system level and hopefully reaching the electronic tendering system in the long-term as the support infrastructure for viable e-government is put in place.

E-PROCUREMENT
Dear Members!
We are struggle in E-World....is it enough for PPRA to say “We have establish Procurement Management Information System (PMIS) in our Website”. I am asking myself several questions.
1.Who is required to introduce E-system in our procurement activities?
2.Does PPRA even know the importance’s of E- Procurement?
3.Does our Act support E-procurement???.....obviously NO! When would the PPA support E-system?
Dear Members!!! For little knowledge , E-system have several importance’s including reduction of Corruption which affect most of our Public organisations.
My Dear member can any one assist me.
