I would advise you to revisit Regulation 95 of GN 97 of 2005 in order to be conversant with parameters to negotiate and limitations. I hope you will come back with specific issues to discuss.

PRICE ISSUES TO BE CONSIDERED BEFORE CALLING FOR NEGOTIATION
AFTER A CRITICAL ANALYSIS AND COMPARISON OF SUPPLIER'S PRICE QUOTED FOR A SPECIFIC TENDER, U REALIZED THAT MOST FAVORABLE BID WAS STILL ABOVE THE BUDGETED FIGURE IN THE PROCUREMENT PLAN. THIS DIDN'T BOTHER U BCS THERE A CLAUSE SUGGESTING THAT NEGOTIATION ON QTY AND PRICES CAN BE DONE TO RESOLVE THE MATTER IF NEED BE.MHM TELL US SOME KEY ISSUES THAT UR PE SHOULD CONSIDER BEFORE CALLING FOR NEGOTIATION.!
